Bill C-69: What it means for you

On February 8 2017, the Federal Minister of Environment and Climate Change issued the first reading of Bill C-69 for an act that would repeal the Canadian Environmental Assessment Act 2012 (CEAA 2012) and replace it with the Impact Assessment Act (IAA). It is based on a federal review process involving public and Indigenous engagement facilitated by an Expert Panel that began in June 2016 and ended with the release of a Discussion Paper one year later. The government will invest more than $1 Billion over the next five years to support the new impact assessment regime and the development of scientific capacity in federal departments and agencies. Materials posted on the government website on February 8 indicate that they are part of a first round of consultation, with comments requested by June 1st. It is noted that the Government will be engaging with provincial governments, Indigenous peoples, industry and civil society over the next year.

In this mini-series, we will present on an overview of key changes between CEAA 2012 and the new IAA in order to solicit feedback and perspectives and provide an opportunity for greater mutual understandings among participants. The results will be documented and made available as input to the consultation process.
